How to cablecast a program on the NSTV channel.
NSTV accepts TV programs from residents of the Incorporated Villages of Great Neck/North Shore that include: Great Neck, Great Neck Plaza, Great Neck Estates, Kensington, Kings Point, Lake Success, Thomaston, Saddle Rock, Russell Gardens, Plandome, Plandome Heights, Plandome Manor, Munsey Park, Flower Hill, and North Hills.
Additionally, NSTV accepts programming from producers outside the area if the producer has a sponsor who is a resident of one of the Incorporated Villages of Great Neck/North Shore (see above).
Series and Single Specials
There are two ways to air programming on NSTV, as a regularly scheduled series or a single special. All application forms and policies can be downloaded (here), picked up from our offices or mailed to you..
You (or your sponsor) are also required to provide one form of photo ID and proof of residency.
If your program (series) is new to NSTV, the Forms must be accompanied by a link or DVD of your program for reviewing.
Single Programs:
If you have a program ready to submit, complete the Program Proposal Form, Cablecast Request Form* and Statement of Compliance. Hand it in by the 5th of the month along with your tape and proof of ID and residency, to Barbara Morrell, or mail it to NSTV 1111 Marcus Avenue, Suite LL27, Lake Success, NY 11042. One dvd for each program request application form.
* We will try to get the program on the following months schedule if there are any open time slots. However, we can not guarantee that you will get the time slot you request.
Regularly Scheduled Series:
To apply for a series, submit a Cablecast Request Form, Statement of Compliance, a Program Proposal and a pilot program to Barbara Morrell. Specific dates for submitting forms for Series Request will be mailed 1 month prior to start of new series. (Next Date for Series Renewals is January 2020). Time slots for series are guaranteed for 1 year.
Technical Standards:
NSTV strives to improve the technical quality of the programming we air. We rely upon producers to make sure that the programs you submit meet our technical requirements, or we will not be able to play it. To ensure better quality playback, we only accept programs on DVD or File.
For File Bases Submissions:
Formatting a video file for Playback on NSTV:
We currently accept to video formats for submission to NSTV. We can accept any mpeg2 file (.mpg .mpeg) as long as the video size is 720X480.
In addition to mpeg2, we can accept quicktime movie files (.mov). There are certain parameters that need to be followed when submitting a .mov file.
- File must use the H.264 Codec.
- Frame Rate must be set to 29.97
- Image size must be set to 720X480
- The audio codec used must be AAC (AAC or AAC-LC)
- The audio sample rate must be set to 48Khz
When exporting using Quicktime Conversion (Final Cut Pro) or from Quicktime Pro, it should look as follows:

Always preserve aspect ratio using “Letterbox” when given the option
Audio codec can be found under “Format” as well as sample rate are all found under the sound setting window.
Files can be dropped off to the office using an external hard drive or a flash drive. Alternatively files can be submitted digitally through a direct download link on sites like Vimeo or through web services like Dropbox.
